The new rule will expand the definition of who is “engaged in the business” of selling firearms and now required to conduct background checks—for example, sellers who “repetitively” sell firearms within 30 days of their purchase, or sell guns that are new or “like new” and in their original packaging.

Because the way i read it the " personal collection" changes were in reference to gun dealers personal collection. I mean it says in the rules that the term " personal collection"has been redefined. So are you saying the rule changes are just the same rules as before the change?Because its the most important part to what we are discussing. A receipt has nothing to do with this. I can walk into a gun store and buy a gun (on a 4473) and tell them I dont need a receipt. I agree with this Xeon, but moreso for a paper trail of all sales with 4473. I think that's the endgame.All of this is to make the rules vague and scare people way from selling their guns. Basically your gun collection is worthless now because you can't sell it without fear of going to jail.
