I know Woman's Hospital has an extensive in-house security team. Do they have cameras in that lot? I know catching the thief is slim to none but it could help move things along with insurance.
40 minutes isn't a long time when you think about it. Some people are old school and don't carry a phone with them everywhere, nor do they let it live their life. Heck, some people only get on here on a computer. And if you're not sitting at a computer all day every day, you don't think about it.

It's my understanding that the trigger was pulled before the spray hit the shooter. Someone I know photographed the incident and said the same thing. Any time I've ever encountered paid security for news personnel, they were not armed. Shocking, I know.
