Yes, agencies will interpret statutes in a way that best suits them. In civil cases, chevron deference is used. In cases where criminal penalties may apply, the rule of lenity should apply. Of cours, agencies will always try to argue chevron deference. The courts are supposed to keep them in check.
Correct me if I'm wrong (as if you wouldn't anyway, but I believe Chevron Deference was only supposed to about regulatory issues and not issues where criminal charges could be filed. For the latter instances, the rule of lenity should apply.

I'm not talking knock vs no knock. I'm talking about confronting violent suspects in a more secluded location vs confronting a suspect out in the open.
I sorry that the real world makes you cringe. Yes, a few innocent lives are lost each year and that's tragic. It should not happen. But that number of lost lives might be higher if the police waited for those violent criminals to be in a public area with more innocents.

Thank you for the suggestions but neither one of these would work with my project. The first one looks like a simple power distribution with each port having its own power switch. The second looks like simple plug strip with all outlets connected together.
I've thought about making my own panel out of 1/8 or 1/16 hdpe or acrylic sheets. My small 10w laser can cut through the black material. From there I'd have to integrate it into some sort of weatherproof case. I can cover the outlets but they will still be outside.

They might be the same size. The construction is different between the independent and the connected plugs so the only way to know is to buy one and try it. I'm not opposed to that but I'd prefer to not spend $30-40 on a chance. And then most of the ones with knockouts are the long shop...
