I have 2 never assembled AR lowers. They were pruchased last year as lowers, not rifles or pistols. I would like $125 each. EA lower is SOLD to Sound, DSA is SOLD

I also have 2 High Standard LPKs available for each lower. I will only sell the LPKs with the lowers. I would like $95 each. Both LPKs are now SOLD

I can be reached via E-mail at JR1572@aol.com

I am located on the northshore and will drive within reason for a face to face.

    All rules and regulations apply.

Nowhere on the 4473 is "receiver" an option. Question 16, answered by the FFL, must say handgun or long gun:

    http://www.atf.gov/forms/4473/page02.htm

Please check on this and post on the site, otherwise others are going to be suspicious like myself.

    thanks, nola_

IF I AM WRONG, SOMEONE PLEASE CORRECT ME. thanks,....

The new ATF 4473's are arriving at gun dealers around the country. The new yellow forms are supposed to be used no later than November 15.

There is an important difference between the new forms and the old forms. The old forms only differentiated between "Long Gun" and "Handgun". The new forms have another category "Other" which covers stripped receivers. From the instructions that go with the new form:

If a frame or receiver can only be made into a long gun (rifle or shotgun) it is still a frame or receiver not a handgun or long gun. However they are still firearms by definition and subject to the same GCA limitations as any other firearm. See section 921(a)(3)(b).

18 USC section 922(b)(1) makes it unlawful for a licensee to sell any firearm other than a shotgun of rifle to any person under 21.

The way I read that, it sounds like a 4473 marked "Other/Receiver" can only be made into a rifle anyway. Am I wrong?

It is stating if the frame or receiver can ONLY be mad into a rifle or shotgun meaning if the frame or receiver is strictly a shotgun or rifle receiver. Where as a ar lower can be a pistol or rifle.

I dont know how much has changed since 2003 (since I last worked for a large arms dealer) but an AR lower would be registered as a long gun.
