No its not. If there is a time line for ALL parties to debate and work out the Bill then there should be time for all. If not then its a filibuster and the issue cannot be discussed.
The whole thing was a sham . The Dems got blasted for not debating this issue and this was an attempt for them to take the heat off and still maintain total control of the issue . They have NO interest in anything the Republicans have to say and " reform " isn't their goal .
It was part of the 233. My question is, why shouldn't his time be counted in this case? It's not as though he's a neutral party.
As a matter of fact- He talked longer than anyone! There wasn't a damn thing "bipartisan" about this little sideshow- just like the Obama presidency itself.
