I assumed armor and vest were a separate thing. I call them plates and just assumed it was one of these under the vest. Thats all =/

Yes. All that's left is the helmet. The vest has Level IIIA Armor. IIIA is the highest rating for soft armor panels, Plates are Level IV Armor. While the vest will accomadate plates there aren't any in it, just the panels.
