Is that possible? I saw a guy shooting an AR at the range today and someone said he was shooting 9mm instead of .223. Is that possible?

Yes its possible and fairly common. 9mm is common, but as of late .22lr is a very popular conversion. Talk to Spanky. I think he has a dedicated .22lr upper.

is there a big difference in shooting a 9mm AR over a .223? As far as recoil, muzzle rise, etc? I'm a big believer in shooting the caliber you will use on the weapon when practicing.
