HB 602 Camous Carry?

I'm clearly not a lawyer because I can only see that this allows parents to carry onto campus if the federal school firearm prohibition gets repealed?
Can anyone interpret for me what this bill does?
It's been voted up to the Senate.

R.S. 40:1379.3 - No concealed handgun may be carried into and no concealed handgun permit issued pursuant to this Section shall authorize or entitle a permittee to carry a concealed handgun in any of the following:
(N)(11): Any school, school campus, or school bus as defined in R.S. 14:95.6.
X. If the concealed handgun permittee is a teacher, administrator, or employee of any school, the provisions of this Section shall not be construed to authorize the teacher, administrator, or employee of the school to carry a concealed handgun into any school, school campus, or school bus, as defined by R.S. 14:95.6 while acting within the course and scope of his employment duringnormal school hours unless specifically authorized to do so by law.


Disclaimer - I am not a lawyer -

What I am understanding is that this repeals the outright ban on firearms in school locations as carried by individuals however this is not authorizing teachers and employees to carry a concealed firearm. So Dad/Mom can carry but Mr. Johnson the gym teacher cannot.
