Mandeville has a dive shop that does it.

Try calling Paintball Command in Mandeville. They have been there a long time, probably 20 years or so. If they can't they could direct you to the right place. Also, it used to be you had to have an annual inspection (VIP ?) in addition to the 5 year hydro test. Not sure if that's a thing anymore with carbon fiber tanks. I used to use aluminum, and an annual VIP was required. A phone call might save you a trip.

Thank you all for the help as I have tried all of these except paintball command and none of them can do 4500psi. 3500-3800 is their max and that doesn’t give me any fills on my airgun.

Contact your local fire department. A lot of the bottles they use are wrapped high pressure bottles. They should know where to fill them.

What valve is on the cylinder, CGA or DIN? Harry's Dive shop I think can fill that high. I can fill that high but my adapters are few at the moment.

I went to Seal sports in mandeville. No my tank is only 22 months old.
