Last I checked they were. I was told your best bet is to stumble on one at a gun shop or gun show.

They get snapped up lightning fast on the internet.

I ran across these the other day when i ordered a barrel and stock for a 10/22 i just finished putting together. they show to be in stock in standard or threaded for a can.

They have a kit at Jefferson Gun Center, I think it was for a 30, they also had one for the 19, but I bought that bad boy. Paid $300. Gunbroker.com has a kit for the 19 for 299. I talked to the seller and he said he has two kits.
