Cheap does not necessarily equate to good. Sometimes it is better to pay the going rate for an established model (think 10/22) than a cheaper alternative that will not hold a good group, constantly has problems (FTF, FTE), or is not amenable to upgrades.

Drill Sgt is correct, for an initial application. No classes required for an initial application, just a copy of a DD 214. However for a renewal the individual must still submit proof of new (renewal) training. So for a veteran the permit is free but got to pay for renewal training.
