I wouldn't hesitate. Savage is a good gun, especially with the accutrigger, accurate out of the box is a good description. Leupy is known for good glass and damn good warranty as well.

Will talk to a friend tomorrow, he may have something along the lines of what you are looking for as well. Thinking he has a P-22 walther for sale for $200, but he is also a dealer, so he can get pretty much anything you want, including the pistols on your list.
Oh yeah, I second the motion for a mid-length gas system, it does cut down on the options for uppers, but it is worth it IMHO.

The last time I checked, it is legal to have your guns shipped directly to you, otherwise you would have to have them shipped to an ffl when they come back from being repaired at an out of state 'smith.

Spanky, don't get a 710, they are basically a disposable rifle, not worth the pricetag. 700 is great if you like bolt guns, the Savage model 10's are one of the most accurate out of the box rifles out there under $1k. I don't have any knowlege on the 7400's so no judgement there.
