      Let's say the same thing happens from a Georgia resident, with a Fl -non res permit, is here for the weekend, and he was never "taught" the LA laws.... what then. I don't think the media would cut him a break, cause news is news, baby! I have done the responsible thing as a Fl non-res permit...
