It is definitely per each. He is a FFL dealer selling these new. You will have to fill out a 4473 and pay tax.

But when your 8 shots runs out, it's nice to have that 30 round AR in the corner of the bedroom too. Then a couple of Glocks hanging out too. Never can have too many of those...
