    I was at the Harvest Festival in New Roads this weekend and saw signs that said "absolutely no weapons.. You will be searched". They had "checkpoints" if you want to call them that.. wanding people for weapons on the Main Street which if I'm not mistaken is a state hwy. Can the city of New Roads arbitrarily create a firearms free zone on a state or city road? I'm just wondering how that type of thing works. What are the laws regarding any type of carrying on a public/state road during a festival?

    Prohibited Locations
    R.S. 40:1379.3 (N) states that no concealed handgun may be carried into and no concealed handgun permit issued pursuant to this Section shall authorize or entitle a permittee to carry a concealed handgun in any of the following:

    •A law enforcement office, station, or building;

    •A detention facility, prison, or jail;

    •A courthouse or courtroom, provided that a judge may carry such a weapon in his own courtroom;

    •A polling place;

    •A meeting place of the governing authority of a political subdivision;

    •The state capitol building;

    •Any portion of an airport facility where the carrying of firearms is prohibited under federal law, except that no person shall be prohibited from carrying any legal firearm into the terminal, if the firearm is encased for shipment, for the purpose of checking such firearm as lawful baggage;

    •Any church, synagogue, mosque or similar place of worship; See RS 40:1379.3 (U)

    •A parade or demonstration for which a permit is issued by a governmental entity;

    •Any portion of the permitted area of an establishment that has been granted a Class A-General retail permit, as defined in Part II of Chapter 1 or Part II of Chapter 2 of Title 26 of the Louisiana Revised Statutes of 1950, to sell alcoholic beverages for consumption on the premises.

    •Any school "firearm free zone" as defined in R.S. 14:95.6.

    The provisions of R.S. 40:1379.3 (N) shall not limit the right of a property owner, lessee, or other lawful custodian to prohibit or restrict access of those persons possessing a concealed handgun pursuant to a permit issued under this Section. No individual to whom a concealed handgun permit is issued may carry such concealed handgun into the private residence of another without first receiving the consent of that person.

    I don't have a permit so I didn't have a pistol on my person. My bags were checked as well as being wanded on the Main Street entrance. My father in law was told to put his pocket knife in his vehicle. It wasn't police running the security station.. Looked like clowns hired by the city.

    When a permit is issued for a parade or festival, the authority and liability during the event is transferred to the organization having the event, even if it is a public street. So the organization can make any rules they want.

    I won't go to New Roads during the Harvest Festival, but I won't boycott a town because of a state law. It's a nice place with a good lake to fish.

    I worked out there for @ 10 years beginning in '82. I've left nothing there. False River was much too crowded for me to enjoy fishing. However, Friday lunch at "The Bait Shop" next to the public boat launch did provide some wholesome entertainment if you sat where you could see guys putting their boats in the water!

    Wife and I attended on Saturday night. I saw them wanding folks so I went back and put my pistol on the vehicle. I had a folding knife in my pocket and when the wand went off I pulled my phone and knife out and I guess the guy just saw the phone because he didn't say anything.

    The people wanding had no training. They didn't wand below your pants pockets or your arms.

    Sounds like the guys who pat ya down when entering tiger stadium. One could probably have a SBR on them and those clowns wouldn't notice
