    The tens of thousands of people who were denied permits under 1379.1, before shall issue became the law in 1996 under 1379.3 are covered by this. It doesn't just apply to people denied for cause under 1379.3.

    Almost everyone who applied for a permit before 1996 was denied, and each and every one of them is covered by this.

    OK, sorry, thought we were referring to this century. :rolleyes:

    It also covers LA residents who got a LA permit, them moved out of state and turned their LA permit in as required. Those people are classified as having their permits revoked due to failing to maintain qualifications. If an LA resident moves to Florida and turns in his LA permit, then gets a FL permit and eventually moves back to Louisiana, his FL permit becomes invalid under this provision.
