    Louisiana

    In 2012 both houses of the Louisiana legislature passed a constitutional amendment that would limit the government's capacity to regulate firearms. On November 6, 2012 Louisiana adopted the Amendment. Act 874 (SB 303) with 73.46% supporting the measure (1,333,276 votes yes, 481,703 voted no). The new law takes effect in January.[27]

    Louisiana Revised Statutes section 14:95(A)(1), prohibiting the intentional concealment of a weapon on one’s person, withstood review by the Louisiana Supreme Court in State of Louisiana ex rel. J.M. Concealed carry can still be restricted only to permit holders in Louisiana.[28]

    Yes, as a matter of fact I did. I understand the courts have ruled that Louisiana Revised Statutes section 14:95(A)(1) does in fact pass the requirements for strict scrutiny. The court stated that the requirement to have a permit for a concealed weapon is narrowly defined and serves to protect the public. If those two criteria are required to meet the mandate of strict scrutiny, and if legislation fails to meet either or both then under the amendment the statute (14:95(A)(1)) is unconstitutional, then how does requirement protect the public? If one can legally purchase a firearm (for argument's sake, say a handgun), he the purchaser passes the current requirements to legal own/operate said firearm, then what additional protection to the public does the statute provide, thus meeting the courts description of strict scrutiny? The only notable challenges to the statute have been by a parolee and minor in possession of a firearm he was not LEGALLY able to possess. So, in closing, my original question or at least the scope, still applies. Does it have a notable or foreseeable impact on CCW?
