Identify this truck

Anyone know what this truck is or what it is used for?

He was parked in the parking lot at Cabelas while I was there. As I was taking this pic, the lone occupant came walking out and got in. He was dressed low key (think not to trigger any indicators) wearing shorts and t-shirt.

The truck had a regular Texas tag. I've never seen one like this before. It's got the portable satellite dish, however, it has several cell phone antennas also.

The military guys usually use the larger RV's for mobile command.. (ask me how I know) I stopped one at a station in Tx one day and asked..
was mobile com for base, running ROV's
