What a crock. Whatever happened to not getting a license in the U.S. if you don't speak English? AND, if he didn't have a license, he should be charged with that as well and shouldn't have the right to appeal the other conviction. He should be held responsible for everything he did or did not do up to that point; including, failing to learn and understand English both written an spoken.

Oh okay. I've never written any Vietnamese. All I know is the term for a black person sounds like 'mi dan', and white person sounds like 'mi chan'. And the sound of 'T' and 'Th' are reversed from what I can tell.
