    Instructors,

The Bureau of Alcohol, Tobacco, Firearms and Explosives has issued a new open letter in regards to Concealed Handgun Permits being used in lieu of the NICS check. A lifetime permit with a date within five years can now be used to purchase a weapon. Prior to any purchases using a Louisiana permit, CHP asks that all FFLs use the following link to check the validity of the permit prior to the sale.

    https://chp-web.dps.louisiana.gov/FrontUser/RequestStatus.aspx

Lifetime permittees will begin receiving new cards at the time of their renewal. The new card will reflect a new date and not the original issue date.

Also, we ask that applicants continue to use the online portal at https://chp-web.dps.louisiana.gov/ to apply for a permit as we continue to reduce the amount of mail in applications and expedite the process for CHP applicants.

Don't count on the CHP going away just yet .
Even if the constitutional carry bill passes, or is overridden after a veto, I would expect the CHP to remain. Skipping the NICS and reciprocity would be two of my main reasons for continuing to renew my permit. Plus I'm sure the state doesn't mind making a few bucks off of us.

Has anyone with a lifetime permit purchased a firearm recently where they used your permit instead of the 4473? Just curious if dealers are honoring this.

Some dealers call in every transaction regardless of credentials.

So, Academy has not updated their policy to be in accordance with the ATF letter allowing lifetime CHP holders to bypass NICS check. They do allow 5 year permits to bypass. The kid at the counter, who said he's been selling firearms at academy for several years, was completely unaware of the change. Annoying....

Just a question without starting a riot, my first 5 years of my CHP is up in February. What do I need to renew? I know I need to find an instructor here in Lake Charles, but what is the next step? I did the lifetime like a moron, but it is what it is. And the only reason I’m going to renew it is because right now to my knowledge, Louisiana is the only state that Veterans don’t need a CHP anymore. Any help would be appreciated.

I would think like you said find a CHP class and then submit the info that LSP wants online. I'm a Vet and I renewed my 5 year permit. LSP online link

Was at BARNEY'S POLICE SUPPLIES to pick up my P365XL (finally found one on sale and in stock!) maybe 2 months ago, and there was a new girl at the counter. One of the staff was walking her through the NICS, and while I have a 5yr permit he explained to her that their FFL requirements are that NICS isn't required for 5 year permits, and is only required on lifetime permits if the issue date on the card isn't within the last 5 years. So I assume if they're getting a new one issued every 5 years then lifetime permits wouldn't need one either.

That's how it is supposed to work. The new lifetime renewals have dates on them and if it is dated in the last 5 years, they are supposed to honor that. However, Academy, for one, has not changed their policy (the sales guy looked it up in their system) and will not honor the lifetime permit as a means to skip the NICs check.

They are under no obligation to avoid the NICS check. Their rules.

Academy has all sorts of weird rules.

They won't release a firearm after the Brady date, without a Proceed response.
They ban customers for 30 days if they make a mistake filling out a Fm 4473.
They will not accept Government documentation if the address on the ID doesn't match.

These are their rules, and they're entitled to them.

I have a weird rule myself.
I won't sell you a firearm if you smell like weed.

Yup, ATF is clear that its up to the FFL to decide to proceed or not proceed with a transaction. Its completely their right to decide not to proceed with a transaction.

If a customer came in the store and "went off" on some type of drama they felt impacted them, their firearms transfer would go right back where it came from.
