But cadets are taught in the academy that once the suspect is handcuffed, no more physical force can be used.

I've had handcuffed suspects try to trip me, spit on me, bite me, kick at me, and call me names that I've written down for future use.

No matter what they try, you CAN'T strike them!

It is a lose-lose situation every time!

Most of the problems we have in the US are by people who hate the way of life we have. I was looking over some maps and it looks like to me Africa has a lot of room to spare. Maybe we could come up with some government grants on a one time basis to send them there ...
