"Young tells a story from 1979, when Custer was a training officer. At the end of a shift, the officers gathered to have a lieutenant notarize their tickets and other items. The lieutenant was Jerry Keller, who went on to become sheriff. Custer was in the back with a haul of marijuana that he’d taken in during an arrest. Back then, “everyone smoked,” Young says, so the room was filled with ashtrays. Custer lit one of the marijuana joints — didn’t smoke it — and just let it burn in an ashtray. Pretty soon, all the cops are giggling, then laughing. “And Keller is absolutely livid, because the whole police station smelled like pot,” Young chuckled. “That was my introduction to him.”"
