    Help me out folks. I'm wanting to buy a rifle offline. Do i purchase then get an ffl holder to do a transfer or do I get an ffl holder to buy the firearm and then purchase it from them? I've never bought online so I need some help.

    I've never found any laws restricting private sales of firearms in Louisiana <http://smartgunlaws.org/private-sales-in-louisiana/>. Firearms Dealers are not allowed to conduct private sales. Confirm that the individual is not a dealer, get a signed receipt from the seller, make sure the receipt has the make, model, and serial number of the firearm, and verify the seller's identity with a Louisiana State Driver's License. Example of something to avoid: buying a firearm from an individual who has an Arkansas driver's license which means the gun was transported across state lines...gets a little dicey. Anything dicey go through a FFL holder.

    From a dealer or individual?

    For a new gun from a dealer I always see if my local dealer can match the price, if not I let them know I'll be shipped a gun to them. When you order it enter your local FFL dealer address for shipping. If the seller doesn't have you local dealer's FFL on file your local dealer will need to fax a copy. The seller will should answer any questions. Once your gun arrives, you go to your local FFL fill out paperwork and pay his transfer fee.
