    Yes, Legal. Use USPS

    Fed-Ex - NO

    UPS - Must call Hub Station and talk to management. Their Rules are comprehensive but they do allow for the shipping of firearms just no sure of the specifics. Be advised just any random UPS Store is NOT capable. Some are somewhat Private Owned?

    However the UPS Hub Stores are part of the UPS Franchise. These are the stores you can use to mail firearms.

    If you go to your local UPS and try to ship a firearm you will undoubtly and incorrectly be informed that Shipping a Firearm is illegal unless you are an FFL.

    There's some grey area with lowers. If it is registered as a rifle, USPS is the best option. If it is registered at the FFL as "Other" since they added that option, from what I understand it is treated the same as a handgun, meaning only Fedex air shipping.

    That's the best explanation I've seen, but like all things government related the rules are clear as mud.

    The other thing to wonder about is how is it handled if the firearm crosses state lines in transit? I've seen next day air packages go from Baton Rouge to Jackson, MS; from there to Shreveport.

    How would that fall under the commerce clause?

    Well in the OP's case, he doesn't have to use Air so no big deal.

    In your case I assume the ATF would consider that no fault to you considering the shipper is who is doing it and not you yourself.
