Cool chart, but I think some heavy points should be deducted for May Issue states. What good does it do if all 50 states accept your permit (hypothetically) if you're in a place like CA that just denies every permit applicant who isn't politically connected and then brags about it?

(PS - I know not EVERY county in CA is like that, but the majority are.)
