Guys, I have searched the internet over looking for a double barrel clamp on picatinny rail that won't cover the top of the barrels.
The best solution I can find online is duct tape or cable ties...

This is my idea: Roll 2 plates around the barrels broken on the under side and then screw them together with a splice plate that will screw to the 2 plates around the barrels. The splice plate would either have the rail screwed or welded to it. I was thinking 1/8" plate.

This is just a rough idea and I'd like to get some input.

I think the taper of the barrels is what will give you a problem. Your current configuration will be hard to achieve any clamping force. 1/8th seem too heavy a thickness.

I would suggest: The 2 red pieces be one and use a gib that puts the force on the center rib. My main concern would be denting the barrels and to a small degree damaging the rib barrel junction.

One way around using a lot of force would be some form of adhesive to prevent the clamp from moving forward. Perhaps the appropriate lining to isolate contact with the barrel could work.
