What is the law ref. minimum shotgun length and barrel length

What are the regulations regarding the overall length and minimum barrel length for a shotgun? I would like to make one small enough and light enough for a backpack but still be legal. Thanks

Barrel length is 18" for a shotgun unless you want to Form 1 it with the ATF for $200. If you do that you can go as short as you want.

Don't know about overall.

where does the barrel measurement go to? the end where the shell sits in the chamber or all the way to the bolt or the end of the receiver?
