While we don't know that he put the round in the chamber, we do know that he ignored basic safety rules concerning handling firearms.
He should be fired. His comp claim should be denied, and he should be responsible for his own medical expenses.

No such thing as Accidental shooting to me, it's negligence. The gun functioned as it was designed to, the handler did not.
I'm also curious how ammo found it's way into the chamber; if he or the customer hadn't put it there that means the round had spent some time in there.
So this employee, isn't the only one who seriously messed up. Sounds like they need a thorough re-evaluation of training procedures. Institute mandatory chamber flags?

If i were the manager I'd announce that he started keeping one in 20 guns loaded! Then I'd slip in a few pieces of empty brass... and see who found them and who needed a transfer to the T-shirt department!

... the obvious stupidity aside, why are they dry firing a .22 anyway?

In his defense he didn't dry fire it as it turns out.

Most modern .22lr are OK to dry fire. It depends on if the firing pin has a stop or will reach the breech face. Some older guns did have FP's that would damage a breech. You can use drywall anchors (#4 or #6??) as a snap cap for a .22lr. They feed and eject very well.

I don't dry fire anyone's gun without asking permission first.
