Obama won't help with the oil spill. This is way of punishing Louisiana for rejecting his stimulus money and none of our Congressmen voting for his healthcare bill.

Just guessing, but maybe something to do with Jones Act restrictions limiting foreign-flagged vessels in US waters? Not sure that EPA permits are a problems, given that the Federal on scene commander has a lot of authority to order activity even without a permit.

Another possibility is that the USCG doesn't think the ship will do anything effective.
