    You may want to contact the representatives for your area, but the main thing you need to make sure and do right now is to contact the members of the committees that decide on the future of these bills. Contact information for the committees is included towards the bottom of this email.

    There are several bills to focus on right now.
    • HB68 (Vote NO!) Richmond has re-introduced his assault weapon ban that we defeated last year.
    • HB199 (Vote YES!) Wooten has introduced a bill that authorizes concealed handgun permit holders to carry concealed handguns on college campuses.
    • SB142 (Vote YES!) Scalise has introduced a bill that Provides for the confidentiality of certain information submitted to the deputy secretary of public safety of the Department of Public Safety and Corrections to obtain a concealed handgun permit.
    • HB399 (Ambiguous) Wooten has introduced a bill that amends the concealed carry statute regarding training requirements and reciprocity.

    Rep. Cedric Richmond (D-New Orleans) has introduced HB 68 which establishes far-reaching restrictions on semi-automatic firearms (dubbing them "assault weapons") and large-capacity magazines. HB 68 affects every firearm modified to conform with the now-extinct federal gun ban plus other semi-automatic firearms that have no lineage to those rifles or any military-style orientation whatsoever. Like the federal gun ban which sunset in 2004, it is no more than a ban on cosmetic attachments that have nothing to do with the action of the firearm or the speed at which it discharges rounds. But unlike the previous federal law, which banned the manufacture and sale of specific firearms to civilians after the effective date of the act, HB 68 would require current owners of such firearms to register them with the State Police, obtain and renew a license annually to keep them, restrict how and where they may be used or transported, and allow the State Police to inspect private homes for compliance. HB 68 has been referred to the House Committee on Administration of Criminal Justice.

    IT IS IMPERATIVE THAT WE MAKE SURE THIS DOES NOT PASS. IT IS UNCONSTITUTIONAL AND DESPICABLE!

    WE NEED TO WORK AS HARD AS WE CAN TO GET THIS PASSED! Not only could it save lives in classrooms, it could prevent huge legal hassles for many permit holders that unwittingly enter a mile wide ‘Gun Free Zone’ while going about their normal business. We have already had one school shooting here in Louisiana recently- who knows if lives could have been saved if this had been passed last year. Let’s not let our schools be “Defense Free Crime Zones” any longer! If you only do two things this year- it should be stopping the assault weapon ban and helping this bill.

    Right now, if you are a permit holder and inadvertently step within 1000’ of a school EVEN IF YOU DO NOT KNOW THE SCHOOL IS THERE- you are risking five years at hard labor, plus fines and the loss of your gun rights for life. This may be your only chance to do something about that.

    There is no need to have the personal information of permittees available to anyone except those in charge of issuing the permits. More than one person in the past has been hurt by personal info falling into the wrong hands (women trying to avoid stalkers, police officers being stalked by criminals they helped put away, etc.). Help this one pass.

    This one has pros and cons, and you should make your own decision about it. It inserts wording into the CHP Statute that makes clear that you need to have training within twelve months from the time you apply for a permit. It also refuses reciprocity to people holding out of State permits, if the person has been denied a LA permit. Personally, I feel that since keeping and bearing arms is protected by the Second Amendment to the US Constitution, and is also a moral inalienable right, we should not do anything to further interfere with or complicate that right. You should make your own value judgement in this matter, though.

    We already have laws on the books to prevent crime. We already have laws that affect a felon’s ability to own weapons. There is NO need to duplicate these laws, or to lend any credence that semi-automatic weapons need to be specifically singled out. Crush this one, as well.

    This is just silly. Years ago, when guns and knives were available in every hardware store and general mercantile, we did not have school shootings and many other problems that plague us today. The idea that outlawing or complicating the sale of weapons will elimate or reduce crime is the tired old gun control mantra. We already have laws in place that criminalize attacking people with knives- we do not need to blame the knife or a convenience store for the poor choices of criminals. We need to tell them to throw this one in the trash where it belongs.

    This is totally fallacious. This technology is full of holes, and only effectively serves to infringe on the rights and privacy of law abiding citizens. This is very important to kill. This is nothing more than gun registration in disguise. If this passes, every time you buy a gun, all of your information will be forwarded to the State for them to keep on file.     This is TOTALLY UNACCEPTABLE. Not only is it blatantly unconstitutional, it puts law abiding citizens at risk. For example, my wife rides her motorcycle, and carries a .44 revolver. This would preclude her from being able to legally defend herself anywhere she goes. THIS MUST BE KILLED!!

    IMPORTANT SIDE NOTE- BE A PART OF FURTHER CHANGE!

    If you contact any pro-gun members of the House Criminal Justice Committee- ask them if they would be willing to consider adding any amendments to the current bills, especially HB199 (School Zone Bill). We have outlined problems with our CHP Statute that could be added into this bill while it is still in committee. If you email them (especially Wooten, since it is his bill, and he is the chairman of the committee), forward these links, and ask them to look into these issues:
    • Unlike many other States, Louisiana requires several affidavits (separate from the primary permit application) to be notarized by a ex-officio notary before a permit can be issued. These forms may have been a good idea when they were enacted years ago, but time has shown that the need for them may have been overstated. Optimally, the information presented in these documents should be incorporated in the primary CHP application, but at a minimum we need to condense these down to one separate form. Many ex-officio notaries charge around $15.00 for their services, so we are unnecessarily inflating the cost of our permits by as much as $45.00 or more for our residents.
    • Currently, our Concealed Handgun Permit laws provide for the prohibition of lawfully owned concealed weapons from places of worship. This is putting many responsible citizens in a position of defenselessness, and advertising to criminals that the churches in our state are "defense free crime zones". This is not only a self-defense issue, it is a property rights issue. Morally, it is the decision of each individual place of worship whether or not to prohibit weapons on their premises. Aggravated batteries (violent crimes) are not unheard of in churches in our nation, and it is time to provide law abiding citizens with the legal right to defend themselves while attending their chosen place of worship.
    • Louisiana charges applicants who have resided in other States in the past fifteen years, in order to fund a search into the State records of the States that the applicant resided in during that time. Prior to the construction of the NICS database, there may have been a need for this provision, but since those records are now contained in a centralized database, performing a NICS check (free) precludes us from being able to justify inflating the permit cost for this purpose.

    I sent the following email to my state rep, feel free to use as much or as little of it as you want when contacting yours.


    Dear Representative Lorusso,

    As a resident of Louisiana and concerned constituent, I am writing to let you know my opinions regarding several bills that will be coming before you in the House Committee on Administration of Criminal Justice:

    First is *HB68*, proposed by Rep. Cedric Richmond. This bill was defeated last year, but apparently Rep. Richmond did not learn his lesson and is attempting once again to get bad legislation passed. *It is imperative that you vote against this bill*, it attempts to force registration and licensing of certain semi-automatic firearms upon Louisiana citizens, restrict how and where they may be used or transported, and allow the State Police to inspect private homes for compliance! In addition to putting an onerous burden on gun owners, it is blatantly unconstitutional.

    Second is *HB199*, proposed by Rep. Ernest D. Wooton. *Please vote for this bill*, it authorizes concealed handgun permit holders to carry concealed handguns on college campuses. In the aftermath of the mass shootings at Virgina Tech and out very own Louisiana Tech, it is imperative that we do not strip from people the right to defend themselves. Louisiana Concealed Handgun Permit holders are required to be trained in the use of a handgun, and have passed rigorous background checks by both the Louisiana State Police and the FBI. Voting for this bill could potentially save lives in our classrooms. Additionally, it could prevent huge legal hassles for many permit holders that unwittingly enter the mile wide ‘Gun Free Zone’ around schools while going about their normal daily lives. We have already had one school shooting here in Louisiana recently- who knows if lives could have been saved had an armed citizen been in the classroom to stop the shooter. Let’s not let our schools be “Defense Free Crime Zones” any longer!

    Third is *HB529*, proposed by Rep. Nickie Monica. *Please vote against this bill*, it makes it unlawful for a person to posses a handgun while riding a motorcycle. This bill is a bit silly: it is already illegal for someone without a Concealed Handgun Permit to conceal a weapon upon their person, and people with a valid CHP should not have further restrictions placed upon them, especially considering that motorcycles and scooters are becoming increasingly attractive means of transportation what with the price of gasoline these days.


    In addition to the three bills mentioned above, I would like to bring the following bills to your attention:

    HB399 - Please vote NO, Rep. Wooten has introduced a bill that amends the concealed carry statute regarding training requirements and reciprocity. This could potentially harm our efforts to increase Louisiana CHP reciprocity.
    HB78 - Please vote NO, Rep. Richmond has introduced a bill that prohibits certain offenders from possessing an assault weapon. These people are already prohibited from owning firearms; it is redundant to prohibit them from owning /more/ firearms.
    HB72 - Please vote NO, Rep. Badon has introduced a bill that bans the selling of knives in convenience stores. This is just silly.
    HB75 - Please vote NO, Rep. Badon has introduced a bill that establishes a state ballistic fingerprint database and databank. This is potentially unworkable, expensive, and unnecessary since the FBI already does this.
    HB76 - Please vote NO, Rep. Badon has introduced a bill to send more information about people who are prohibited from owning a firearm to the FBI. Do we really want to be sending information about people who have not committed a crime to the FBI?

    I'm surprised Nickie Monica would author this. He's from St. John (Laplace) and is probably a hunter himself. I'm not aware of any incidents (officer shootings, etc.) that have happened in the parish. I wonder why he would have taken the time to author this one?
    I used to see him at lunch sometime, but its been a while. I wouldn't say I know him, but we usually nod at each other. Next time I see him I'll go talk to him...

    I've mailed to my Reps and Sen, as well as every Rep on the House Committee on Administration of Criminal Justice to oppose HB68. I would like to make some calls, but am not sure the proper protocol for making a call to Reps...
    I'm glad some of you have been writing, but honestly I am rather disappointed in many on this site. With so man fans of AKs and ARs, you'd think there would be alot more energy spent trying to oppose this...
    I suppose we'll see who's for real, and who's tkaing their rights for granted...

    Under each bill LC listed which commitee its in. Those are the ones you need to contact first. If the bill gets closed down in commitee, it never makes it to the floor, and will never be voted on by Rep. Talbot and Sen. Martiny. However, should it make it through commitee, Talbot and Martiny are who you need to contact to vote against the HBs...
