    §2. Definitions
    A. In this Code the terms enumerated shall have the designated meanings:

    (4) "Felony" is any crime for which an offender may be sentenced to death or imprisonment at hard labor.

    The penalty in HB318 is $1000 fine, so not a felony.

    The statute you listed is simply outlying what fits "a crime of violence" clearly there are other felonies that are not in that list. This is the list used to denote crimes of violence. Within that list, a felony is defined how (4) states.

    Generally though, a felony is anything with a penalty of 1000.00 or greater, more than 1-year imprisonment, or hard labor. Any of those make it a felony.

    I am not a lawyer, but Title 14 is LA Criminal law.
    RS 14:2 is the definitions used in all Title 14 Criminal law.
    (4) defines what is a felony under LA Criminal law.

    Unless you have another place in LA law where a felony is defined differently.

    My GoogleFu couldn't find anything.

    EDIT:
    Every definition I can find for a felony involves at least 1 years imprisonment.
    The only LA definition I can find is the one listed above.

    In Louisiana, anything for which you can be sentenced over 1 year is a felony. It is also viewed that way by the Feds for NICS approval

    In Louisiana a Felony is any crime punishable by Death or imprisonment at Hard Labor. RS14:2(A)(4)
    Any crime other than a felony is a misdemeanor. RS14:2(A)(6)
    These definitions are from Louisiana's Criminal Code, the source of our classification for, and definition of, crimes.

    A $1000.00 fine does not make a crime a felony in Louisiana.

    HB318 imposes a penalty of up to a $1000.00 fine (plus forfeiture of gun and/or permit.) No mention of death or hard labor.
