    if possible explain the statutes that allows for the deputies actions

    I can think of 3 or 4 Bank robberies including the North Hollywood shoot out in which the first victim was the armed security guard. When I worked in Nashville the AM South Bank on 2nd Ave Down Town was robbed. The first victim was Brett Kassel Nashville PD. Shot while he waited in line to cash a check. He was working a Foot Pad that day. Cops were uni's and OC because it is a symbol of office NOT because it makes the most sense all the time.
