    She was on a smoke break. At work. I find this hard to digest, "man, it's been a rough day, and this Marlboro puts me in flavor country. Look, a police man, I think I'll stick him with scissors" WTF!

    You never can understand what someone else is thinking, much less someone crazy. I wouldn't worry too much about the fact you can't understand what she was thinking.

    Yes, that is what he said. I would have said something similar if I simply did not to shoot someone. Only the officer involved knows what was really going through his mind. In any case, the officer is a very noble person for risking his own life in order to preserve the life of another.

    Purely hypothetically... She gets to live and next time she actually kills someone. Yes, the officer made a decision no to shoot her. Unfortunately, no one knows what that decision will cause in the future... On the other hand, she's been given a once-in-a-lifetime chance to turn her life around... Not that she would acknowledge or recognize it...
