    Open carry is legal in Louisiana anywhere it is not illegal . Parishes and municipalities are not prohibited from passing anti carry laws . The fact that there are zones where open carry is prohibited by state statute speaks for itself . Of course if you happen to be stopped by a non 2ond friendly cop in a non second friendly little town you soon understand what legal anywhere it's not illegal means .

    Local government CANNOT pass anti carry laws. RS 40:1796. Those laws passed before this statute are still in effect.

    EDIT: (In reference to the last few posts on page 8 and the start of page 9) Oh man, is it really getting that ridiculous here? Keep talking like that and we will get a few thousand more laws shoved up our asses. I’m hoping nobody really has to ask if we need every damn thing under the sun to require a law before we can do it. All I can do is shake my head right now.

    I remember awhile back Abbeville, LA had some ordnance about NOT carrying a firearm. I don't know whatever happened about it. If anyone knows please post.

    (a)
    It shall be unlawful for any person to carry or possess on his person, whether concealed or not, any pistol, handgun, rifle, shotgun or other firearm. Provided, however, that the provisions of this section shall not apply to any law enforcement official engaged in the exercise of his official duties; nor shall it apply if the person possessing or carrying the firearm is located within the structural confines of his residence or business establishment.
    (b)
    It shall be an affirmative defense to the prosecution of this section if the firearm is secured by a key-operated trigger-locking mechanism or if the firearm is disassembled to an extent that it is clearly evident that the firearm is nonoperational.

    [h=3]Veto Override Session is Happening![/h]

    The Louisiana Constitution requires that a Veto Legislation Session occur following the Regular Legislative Session unless the Legislators agree that the session is not needed.


    For the first time in the history of our Great State, the Legislators have agreed to hold a Legislative Override Session.


    The session will be held at noon on Tuesday, July 20, 2021.


    Of note, there is no provision in the Constitution that mandates that all vetoed bills must be considered. We will need to work to ensure that SB118 is considered during the Veto Override Session.

    Absolutely none of the officers I know who are still in the Department oppose HB118. My friends and family who are retired do not oppose this either. It seems to me that only certain elected or appointed politicians who happen to have a badge and commission are opposed to to the veto override.

    It appears that we will get the last laugh though.
    Lawful gun owners will remain respectful and compliant with actual LE.
    Retired individuals on a fixed income will no longer have to fear arrest for carry without a permit or can save the expense of renewal.

    Please send a POLITE note to these legislators:



    1. Thanking them for their support for SB118.
    2. Asking them to vote to Override the Governor's veto of SB118.


    If you are not polite, they have an excuse to ignore you.


    Those highlighted in yellow need particular attention. If you have time, send them a thank you note and ask them for their override vote.


    Finally, Rep. Joseph Stagni is the only Republican not supporting SB118. Please send him an email asking for him to reverse his position and override the veto on SB118.
