    A "national emergency"??
I'm 69 and have yet to witness a national emergency
Reminds me of that scene from Schindler's list, when they are standing around the fire barrel and someone says something like, surely it can't get any worse than this.

+1 @WhereIsIt? - Water or a way to purify it.

Some way to keep warm and dry.
    Some way to defend yourself.
Some way to get food. ( I put this one here because if you can't do the first 3, you're dead, anyway)
Some way to stay concealed or blend in with everyone else. If you look all tactical, you're making yourself a target.

I always thought that food, water, shelter was actually in reverse order.

Shelter (incl security and protection from the elements)
Water (way to collect and store)
Food (pantry, long term stores, foraging).

After watching people stand in 100f heat for hours after Katrina for a tarp and 2 cases of water…I decided to start there.
