FWIW, I did see one report in which Damascus said Washington informed their UN envoy before the strikes took place (according to the AP, anyway).....

Last night, because I have the authority to, I authorized Cent-Com to commence airstrikes inside of a sovereign country, just like George Bush did! I have put together a coalition of the willing so it looks like the US is not out in front, just like Bush did! But I want to make it perfectly clear to my base of anti-war dreamers; there WILL eventually be combat troops deployed to actually get the job done; just like Bush did!
